SALINE CO.— A Carrier Mills man with numerous felony arrests over the past few decades has been jailed for threatening to kill the village’s chief of police.
On February 10 at approximately 8:05 p.m. Carrier Mills Police Sergeant William Duncan received a call from dispatcher Aundria Murphy who reported that 59-year-old Joseph Robert Carrier reported to her that his daughter Mechelle Binkley (Diefenbach) had shot an individual named Ben with a 30-30 rifle.
Murphy informed Sgt. Duncan that Carrier was more than likely intoxicated.
Duncan said when he checked the answering machine at the Carrier Mills Police Department he found several threatening messages from Carrier in which he threatened to beat and kill chief Chuck Rubright.
Police say the messages he left included “I’m going to beat your god damned brains out” and “I’m going to kill you with my bare hands.”
At approximately 9:20 p.m. Sgt. Duncan and officer Shannon Edwards made contact with Carrier through the front door of his residence at 706 North Main Carrier Mills.
Through the door the officers could see that Carrier was unresponsive and appeared to be passed out.
An ambulance was called immediately.
As the ambulance arrived Carrier is said to have jumped up from his chair, locked the doors, turned off all the lights yelling at authorities to leave and telling them he was not going to jail.
Dispatch was advised and officers pulled back, defusing the situation.
Carrier was spotted in his front yard some time later and taken into custody without incident.
Carrier was formally charged with two counts of Threatening a Public Official and False Reporting of Offense.
Carrier’s criminal history includes his first felony in 2000.
Carrier was arrested February 24, 2000 and charged with Animal Torture, Aggravated Driving Under the Influence of Alcohol/3+, Driving Suspended and Operating an Uninsured Motor Vehicle.
On May 22, 2000 he was convicted on the torture and aggravated DUI charges in return for the remainder of the charges being dismissed and was sentenced to the Illinois Department of Corrections (IDOC) for four years and ordered to pay fines and fees.
Carrier received another IDOC sentence of four years for Driving Under the Influence of Alcohol/4-5 While Revoked October 31, 2006.
That case cost him another $1,796 in fines and fees, of which he still owes $546.
Carrier currently has one pending case from October 2, 1016 in which he is charged with Disorderly Conduct and Assault.
No bond information was available in the case.
