SALINE COUNTY ALLEGED DOPEMAKERS GO FEDERAL

SALINE/FRANKLIN COs., Ill. - Three people caught up in a big meth bust in Harrisburg a year ago have gone federal.

Starlight L. Shoulder-McPherson, 51; John R. Shoulder, 46; and Phyllis M. Shoulder, 30, all of Harrisburg according to the documents, were indicted on March 7 by a federal grand grand jury.

The indictment states that under a count of Conspiracy to Possess Pseudoephedrine Knowing it Would Be Used to Manufacture Methamphetamine, the three, from on or about January 2015 to on or about February 2, 2016, in Saline, Jackson, Jefferson and Williamson counties, along with other individuals, combined, conspirde and agreed together and with each other, as well as persons both known and unknown, to possess a List 1 chemical, pseudoephedrine, knowing and having reasonable cause to believe it would be used to manufacture meth.

Under a second count, Maintaining a Place for Manufacturing Meth, it's alleged that Starlight L. McPherson, on or about Feb. 2, 2016. maintained a place at 211 North Sherman Street in Harrisburg for the purpose of manufacturing meth.

Under the third count, Possession of a Listed Chemical Knowing it Would be Used to Manufacture a Controlled Substance, it's alleged that McPherson, from in or about August 30, 2014, to in or about January 11, 2017, in Saline and Williamson counties, possessed pseudoephedrine knowing and having reasonable cause to believe that it would be used to manufacture meth.

Under Count 4, McPherson is alleged to have been in Possession of a Listed Chemical Knowing it Would be Used to Manufacture a Controlled Substance, this on or about January 30, 2016 in Williamson County.

This charge is repeated in Count 5, with a date of Jan. 12, 2016, in Saline County; in Count 6, with the date of December 31, 2015, in Saline County; in Count 7, Dec. 21, 2015 in Saline; and Count 8, Dec. 11, 2015 in Williamson County.

John Shoulder is named in Count 9, on a Possession of a Listed Chemical Knowing it Would be Used to Manufacture a Controlled Substance, from on or about March 5, 2013 to on or about April 12, 2016, in Jackson, Jefferson, Williamson and Saline counties; Count 10 on April 12, 2016, in Jackson County; County 11 on April 1, 2016, in Jefferson County; Count 12 on March 25, 2016, in Williamson County; Count 13 on March 3, 2016, in Williamson County; Count 14 on Feb. 24, 2016 in Williamson County; and Count 15 on Feb. 10, 2016 in Jackson County.

Phyllis Shoulder is mentioned at Count 16 where it's alleged the same thing - Possession of a Listed Chemical Knowing it Would be Used to Manufacture a Controlled Substance - on Aug. 1, 2014 to on or about April 28, 2016, in Saline, Jefferson, Jackson and Williamson counties. She's named in Count 17 on April 28, 2016 in Jackson County; Count 18 on or about April 9, 2016, in Jefferson County; Count 19 on or about March 6, 2016 in Williamson County; Count 20 on or about February 20, 2016 in Williamson County; Count 21 on or about Feb. 13, 2016 in Jackson County; and County 22, on or about Feb. 1, 2016 in Saline County.

They were taken into custody on or about March 8 and are currently lodged in federal holding in Franklin County. The next upcoming hearing date has been set for April 27.
