Former Carrier Mills man charged with raping 13-year-old daughter of girlfriend

SALINE CO.— A former Carrier Mills lowlife has been charged in an eight-count information for allegedly raping a 13-year-old.

On June 27 at approximately 2:40 a.m. Saline County Central Dispatch received a call from a 15-year-old female saying that she was at People’s National Bank on Main and Sloan Streets in Harrisburg with her 13-year-old friend who had just been raped by Deangelo Maurice Cowper, 31.

City officers Kenny Shires and Curt Hustedde responded to find the caller and the 13-year-old, identified here as Jane Doe.

Doe informed officers that she was at her home on Lincoln Street and Cowper, who was her mother’s boyfriend, was there.

Doe said that Cowper had come into her bedroom and asked her if she wanted to see a smoke trick.

She said Cowper took her into her mother’s bedroom, started smoking out of a pipe and insisted that she do the same.

She said she unwillingly did and Cowper took her into the living room and sat her on the couch.

Snorting white powder

Doe said Cowper produced a white powder and, telling her it was ice, made her snort it.

The 13-year-old said he then lifted her shirt, removed her breasts from her bra and forcibly fondled and licked her breasts.

She said he then forced his penis into her mouth.

Doe said she told him it wasn’t right, pushed him away and went to her room.

She said 30 minutes later he yelled for her to come into the living room where he asked for breath mints, forced her to do some ice again and forcibly licked her crotch through her shorts.

She said Cowper told her she was “thick and sexy” and that he wanted to have sex with her.

When she told him that it was “that time of the month” he allegedly responded with “that’s the only reason I am not going to have sex with you.”

Doe said she had reported Cowper’s past comments about her being “thick and sexy” to her mom, but that her mother just “blew it off.”

Doe said she then jumped out of a window to get away from Cowper and contacted a friend, who met her at People’s National Bank where they called police.

Drugs in her system

While authorities were talking to Doe she complained about “feeling funny” and an ambulance was called to take her to Harrisburg Medical Center where she was drug tested.

The test revealed the 13-year-old had cocaine and methamphetamine in her system.

Sheryl Woodham of the Guardian Center was contacted and came to the medical center and conducted a forensic interview with Doe.

Smoked crack all night

At 4:25 a.m., when authorities contacted Cowper, who claimed to live in the Lincoln Street home with Doe and her mother, he told the officer he was currently busy, that he had been smoking crack all night and was smoking weed in an attempt to get his head together.

The busy suspected rapist finally contacted authorities back at about 7:41 p.m. and wanted to do a telephone interview because he feared there was a warrant for his arrest.

Cowper was informed that authorities needed a written statement or a recorded interview and so consented to talking on a recorded phone line.

On that line he told officers that he had been living at the Lincoln Street address with Doe and her mother for about a month and that he and Doe’s mother had been smoking crack all night and that mom had left to get some more.

He said Doe came out of her bedroom to talk to him and he asked her for a breath mint.

Cowper, making little sense, said Doe had been doing drugs and he was talking her out of doing drugs but that he never saw her do drugs.

He said she had been making up stories about him touching her because she was afraid he would tell her mother she was using drugs.

Significant criminal history

Cowper has a significant criminal history including a conviction September 5, 2002 of Burglary for which he was sentenced to 24 months probation and ordered to pay $2,790 in fines and fees, of which he still owes $2,708.55.

He was convicted January 24, 2003 of Resisting a Peace Officer and sentenced to 182 days in the county jail.

A conviction for Retail Theft October 15, 2004 that started out with a sentence of 24 months probation ended with 27 months in the Illinois Department of Corrections after Cowper was apparently too stupid to stay out of trouble.

The sh!tbag still owes taxpayers $3,512 in fines and fees from that case.

Records indicate he still has a numerous pending cases, including one from November 5, 2009, in which he is charged with Theft; another from March 12, 2010, in which he faces three charges of Felon Failure to Return from Furlough; and another from April 15, 2014, in which he is charged with Theft.

At the time of his arrest, Cowper had just finished serving 20 days in the county jail and was just beginning to serve six months of a probation sentence handed him March 31 after he was convicted of Criminal Trespass to Building.

Held on eight counts

Cowper has been formally charged with three counts of Aggravated Criminal Sexual Assault and five counts of Aggravated Criminal Sexual Abuse.

He is currently being held in the Saline County Detention Center on $10,000 cash bond.
