Harrisburg Police Chief Whipper Johnson was keeping his guys - in this case, the ILEAS team - trained. They were practicing in/around a house on that street, as the rain was pending and the heat was oppressive.
ILEAS is Illinois Law Enforcement Alarm System, which became active in the years after 9/11 as a response to 'terrorism,' and now is commonly used under circumstances as hostage situations and standoffs (a la Pendleton, which is on the front page of the current issue on stands only until next Tuesday; be sure you get out and get one before they're all gone).
