JACKSON/SALINE COs., Ill. - We received word earlier this week that one of Harrisburg's more notorious crims had been busted yet again.

The person reporting this to us didn't know for sure where, however, William Michael ("Billy" or "Mikey," depending on who's saying the name) Cummins was most recently arrested...only that he was.

We knew that Cummins had been busted again in August, while he was still out on bond from the incident late last year in which cash, pot, pills and a weapon were all allegedly found in the console of his expensive vehicle. Given that Cummins has no visible means of supporting himself, his various significant others and the offspring they continue to produce for him, it was becoming something of a thing for everyone that he was consistently able to make bond...which, after this last one, has started to get exponential in amounts.

But our sources were telling us that Cummins had been arrested even more recently than August...so we began looking.

Our sources have advised that whatever this case in Jackson County consisted of, Billy Mikey is out on a $25,000 cash bond. Why there's been nothing happening in the two Saline County cases (the 2015 one is set for a next hearing Oct. 27; the one in August, set for a next hearing next week on the 18th) could likely be answered by the presence of Bryan Drew as Cummins' attorney. Which is another mystery if the guy is effectively jobless and...with no visible means of income.

One theory that's been floated is that of the feds moving in on some of these dealers/alleged dealers in the downstate area. Already, one person in the high-profile case in Williamson County, Natasha Mann, has been hemmed up in the federal court system. We bring her up because her co-defendanat in the state case against her, Scott Way, is said to have among his clientele some of the same people Billy Mikey allegedly has among his. And while Way hasn't been charged by the feds - yet - many say that's coming.

What does this mean for the area?

Well, Saline and Williamson are so inexorably tied together with their own brands of bigwigs that when their crims begin crossing over, it makes those of us who know what's going on question whether the upper echelon is communicating with the local drug task forces. Sometimes, the offenses are so egregious that they can't let them go (the Way/Mann thing being one of them). Sometimes, though, some interference is run, and the upper echelon can get to the county-level people and ask that dude's alleged crime doesn't appear on Judici (and sometimes, they even make sure the physical file isn't available to us...it's always conveniently "in the judge's office")...because it'll cause a lot of grief and consternation for local bigwigs...like mayors, police chiefs, judges, etc.

We don't know if this is the case with Billy Mikey. We just know that this is strange, strange, strange.

When we learn more, we'll post it...be watching.
